ABSTRACT

The deaf people in indonesia communicate with refering to Sistem Isyarat Bahasa Indonesia (SIBI) in accordance with the regulation of education and culture minister of the republic indonesia number 0161/U/1994 about standardization Sistem Isyarat Bahasa Indonesia in the form of dictionary as a signaling system for people deaf in accordance the applicable curriculum and national character. In fact there are still problems that accompany the use of this system, that is limitation dictionary of SIBI who make deaf students in SLB N Banjarnegara feel hard to learn sign language and and there are two systems communicate is used students are communication system by default the recommended government called SIBI natural sign (local sign language), so when the learning take place is mixing the use of both of system. the aim of research is create a learning application of Sistem Isyarat Bahasa Indonesia for deaf students in SLB N Banjarnegara android-based as a means of learning sign language in partucular. The method was used to gather data were interview, observation, questionannaire,literature review. the MDLC method was used to development system. this application is expected to facilitate deaf students learning sign language who standardized by the government.
