Evaluasi Sistem Informasi Manjemen Rumah Sakit (SIMRS) Pada RSIA Bunda Arif Purwokerto Menggunakan Framework Cobit 5

RINGKASAN

SIMRS merupakan sistem suatu aplikasi sistem enterprise pengelolaan pelayanan rumah sakit yang bertujuan untuk membantu rumah sakit dalam meningkatkan pelayanan yang ada dirumah sakit tersebut. RSIA Bunda Arif Purwokerto merupakan salah satu rumah sakit swasta yang menggunakan SIMRS. Adapun permasalahan dari pemakaian SIMRS ini belum dilakukannya tindakan evaluasi sehingga belum diketahui seberapa jauh pencapaian tujuan dan masalah yang terjadi pada kinerja SIMRS yang ada. Dari permasalahan tersebut maka perlu dilakukan tindakan evaluasi dalam pengelolaan SIMRS pada RSIA Bunda Arif Purwokerto. Dalam penelitian ini menggunakan framework COBIT 5, karena penggunaan sistem informasi tidak lepas dari kebutuhan bisnis dan fungsi sistem informasi yang mendukung sistem. Penelitian ini fokus menggunakan domain MEA (Monitor, Evaluate, and Assess) berdasarkan permasalahan yang ada pada RSIA Bunda Arif Purwokerto yaitu dengan proses penilaian kebutuhan rumah sakit dan sistem informasi yang sedang berjalan sesuai atau tidak dengan proses bisnis yang ada. Penelitian ini menggunakan metode wawancara, observasi dan kuesioner . Responden yang dilibatkan dalam pengisian kuesioner yaitu pegawai yang mengoperasikan dan memiliki tanggung jawab terhadap SIMRS. Berdasarkan dari hasil perhitungan capability level diperoleh hasil sebesar 2 yang artinya proses tersebut masih berada pada level 2 (managed) dimana proses telah diimplementasikan mencapai tujuan prosesnya. Untuk mendapatkan hasil yang diharapkan maka dibuatkan beberapa rekomendasi untuk meningkatkan kinerja SIMRS dimasa selanjutnya.

ABSTRACT

SIMRS is an enterprise system application system for hospital service management which aims to assist hospital in improving service in hospital. RSIA Bunda Arif Purwokerto is one of the private hospital that uses SIMRS. The problem of SIMRS usage has not done the evaluation action so it is not yet known how far the achievement of goals and problems that occur on the existing SIMRS performance. From these problems it is necessary to perform an evaluation action in the management of SIMRS at RSIA Bunda Arif Purwokerto. In this study using the COBIT framework 5, because the use of information systems can not be separated from the business needs and functions of information systems that support the system. This study focuses on using MEA (Monitor, Evaluate, and Assess) domains based on existing problems in RSIA Bunda Arif Purwokerto with the assessment process of hospital needs and information systems that are running in accordance or not with existing business processes. This research uses interview method, observation and questionnaire. Respondents involved in filling in the questionnaire are employees who operate and have responsibility for the SIMRS. Based on the results of the calculation capability level obtained results of 2 which means the process is still at level 2 (managed) where the process has been implemented to achieve the purpose of the process. To get the expected results then made some recommendations to improve the performance of SIMRS in the future.
